The Federation of Uganda Salons and Beauty Professionals (FUSPro) convened a strategic meeting with the GROW Project Team to align on priorities relating to formalization, registration, certification, enterprise strengthening, and sustainable growth of Uganda’s beauty industry. The engagement focused on clarifying institutional mandates and identifying areas of collaboration to advance professional standards and inclusive economic development within the sector. Mandate of the FUSPro serves as the umbrella professional body representing salons, barbershops, cosmetologists, makeup artists, nail technicians, spa operators, beauty trainers, and allied enterprises across Uganda. Its core mandate is to organize, coordinate, and professionalize the beauty industry while promoting compliance with national laws, standards, and regulatory frameworks.
The Federation is mandated to mobilize beauty professionals into structured associations and cooperatives; advocate for supportive policies and regulatory reforms; promote business formalization through registration and licensing; and facilitate access to skills development, certification, and continuous professional training. FUSPro also plays a coordination role between industry players and Government Ministries, Departments, and Agencies (MDAs), ensuring that sector concerns are integrated into national planning and development frameworks. In addition, the Federation is responsible for strengthening industry data collection and profiling, supporting the establishment of SACCOs and financial inclusion mechanisms, and fostering ethical conduct and consumer protection within the sector. Through these functions, FUSPro aims to transform the beauty industry from largely informal operations into a structured, compliant, and economically significant contributor to Uganda’s GDP and employment base. Mandate of the GROW Project The Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project, implemented by the Ministry of Gender, Labour and Social Development with support from the World Bank, is mandated to increase access to entrepreneurial services that enable women-owned enterprises to grow in productivity, profitability, and resilience.
The GROW Project focuses on expanding access to affordable financing, strengthening business management capacity, facilitating formalization and registration processes, and supporting certification and market readiness for targeted enterprises. It also promotes institutional strengthening, policy coordination, and the reduction of barriers that limit enterprise growth, particularly within high-employment sectors such as beauty and personal care. Through technical assistance, grants, capacity-building interventions, and structured partnerships with industry bodies such as FUSPro, the GROW Project seeks to formalize enterprises, enhance compliance with standards and regulations, and improve competitiveness at local and regional levels. Strategic Alignment The meeting reaffirmed a shared commitment to collaborate in designing structured pathways for registration, certification, professional training, and enterprise support mechanisms. By aligning FUSPro’s sector coordination mandate with the GROW Project’s enterprise development framework, both institutions aim to accelerate industry formalization, strengthen professional standards, and unlock sustainable growth opportunities within Uganda’s beauty sector.
